Oakland Raiders left tackle Donald Penn will not report for the start of training camp because he’s unhappy with his contract, NFL Network’s Ian Rapoport reports.

Penn is due to earn $5.8 million this season, but wants to be paid like a top-10 left tackle, which he graded as in 2016, according to Pro Football Focus.

Trent Williams of the Washington Redskins leads all left tackles with an average yearly salary of $13.6 million. Penn ranks outside the top 20 at his position.

The Raiders recently made Derek Carr the highest-paid player in football with a five-year deal worth $125 million. When Carr signed, he touted that his contract was structured to allow the Raiders to pay his supporting cast.

Penn is likely seeking to test whether that’s true.
